20 Years of Successful Activity in the Area of National Standardisation in Environmental Protection

A significant event took place recently. The National Technical Committee for Standardisation TC 82 ‘Environmental Protection’ celebrated its 20th anniversary since resuming its activities in 2005.

TC 82 ‘Protection of the Natural Environment of Ukraine’ was established in 1993 by joint order of the Ministry of Natural Resources and the State Consumer Standards Service of Ukraine dated 07.09.93 No. 125/80. However, since the beginning of 2000, it has practically ceased its activities.

The initiative to resume the activities of TC 82 belonged to Oleksandr Bondar, who at that time headed the State Ecological Academy of Postgraduate Education and Management. Together with representatives of other organisations interested in resuming the work of TC 82 after five years of decline, the initiative was implemented.

In 2005, in accordance with orders of the State Consumer Standards Service of Ukraine No. 63 dated 11 March 2005 and No. 362 dated 16 December 2005, TC 82 was reorganised in line with the expansion of the scope of standardisation, changes in its composition and structure, and the transfer of the secretariat to the State Ecological Academy of Postgraduate Education and Management.

Over the years, the composition of the TC has changed, and the number of national and other regulatory documents developed has increased. The secretariat and core members of TC 82 have considerable practical experience in developing and harmonising international and European standards for various sectors of the Ukrainian economy. The customers for the development of national standards were the Ministry of Environment, the Ministry of Agrarian Policy, the Ministry of Energy, the State Agency for Energy Efficiency and other state institutions, international technical assistance projects and companies.

Today, TC 82 deals with standardisation issues in the field of environmental protection and actively participates in the development of national standardisation in cooperation with the technical committees of the International Organisation for Standardisation (ISO), the European Committee for Standardisation (CEN-CENELEC), and in partnership with the national standardisation body, UkrNDNC.

The experts of TC 82 are true professionals, dedicated to their work. That is why the national standardisation body constantly involves TC 82 in cooperation when it comes to implementing new initiatives and innovations.

As of today, the TC 82 secretariat, based at the Institute, is participating in a pilot project of the national standardisation body to introduce an electronic office for the TC secretariat and manage regulatory documents.

Only during the incomplete year of 2025, the TC 82 secretariat has provided support for the development of dozens of Ukrainian national standards, including:

1) 28 national standards in the field of metrological control of environmental pollution that comply with EU standards. Most of these standards have already been adopted, while the rest are in the final stages of adoption. The control methods in accordance with these standards are necessary to ensure:

instrumental and laboratory measurements of discharges and emissions of pollutants;

state supervision (control) in the field of environmental protection carried out by the State Ecological Inspection of Ukraine and its territorial bodies;

determination of the amount of damage caused by pollution of wastewater, surface water and atmospheric air, in particular as a result of armed aggression by the russian federation.

2) 9 national standards that will ensure the testing of asbestos in building materials and waste in accordance with international standards.

3) DSTU 9328:2025 Eco-industrial parks. Sustainability criteria and assessment method introduces international criteria for eco-industrial parks, taking into account national characteristics, and also contains a method for their assessment. Ukraine became the first country in Europe and the second in the world to approve the relevant national standard for eco-industrial parks.

Within the framework of the Ukrainian eco-labelling programme, two standards have been developed that establish environmental criteria and methods for assessing public buildings and accommodation facilities. The standards for construction products have been revised. All eco-labelling standards implemented in Ukraine comply with the requirements for eco-labelling programmes in accordance with the international standard ISO 14024. The requirements of these standards for product categories are harmonised with the assessment criteria of leading European eco-labelling programmes that are internationally recognised. This means that Ukrainian eco-products comply with European requirements and that Ukrainian manufacturers are ready to provide eco-certified goods and services to the single EU green market.

Therefore, 20 years is a significant period of time, when one can not only look to the future with optimism, but also mark achievements.

The professionalism and competence of TC 82 are recognised at the national and international levels. That is why, on the occasion of its 20th anniversary and in recognition of the technical committee’s significant contribution to the formation and development of national standardisation, TC 82 ‘Environmental Protection’ was awarded a Certificate of Appreciation from the national standardisation body.

The Certificate of Appreciation was handed to representatives of the TC 82 secretariat by Natalia Oliinyk, Acting Director General of the State Enterprise ‘UkrNDNC’. After that, it was forwarded to the permanent chairman of the TC, who had been elected to this position by the members of the TC for 20 years – Doctor of Biological Sciences, Academician of the National Academy of Agrarian Sciences of Ukraine, Professor Oleksandr Bondar, head of the State Scientific Institution ‘Institute of Ecological Restoration and Development of Ukraine’.
