Information about the State Scientific Institution “Institute of Ecological Renovation and Development of Ukraine”
The State Scientific Institution “Institute of Ecological Renovation and Development of Ukraine” (hereinafter – the Institute) was established in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated April 4, 2025, No. 301-r “Certain issues concerning the establishment of the State Scientific Institution ‘Institute of Ecological Renovation and Development of Ukraine”.
The main objective of the Institute is to conduct fundamental and applied scientific research, as well as scientific and technical (experimental) developments in the field of environmental protection, rational use of natural resources, and environmental safety. Its mission also includes strengthening Ukraine’s institutional capacity in environmental recovery and climate-neutral development, taking into account the environmental dimension of the European integration process and Ukraine’s “green” transition; eliminating and minimizing the environmental consequences of the armed aggression of the Russian Federation against Ukraine; implementing a policy of “green” growth, sustainable consumption and production; integrating environmental policy into sectoral and regional policies; and applying the best international and national practices and instruments for environmental protection in accordance with global standards.
The Institute is the legal successor of the property, rights, and obligations of the State Environmental Academy of Postgraduate Education and Management (hereinafter – the Academy) and the State Institution “Training Centre for Water Management Staff,” which were under the jurisdiction of the Ministry of Environmental Protection and Natural Resources of Ukraine.
The Institute possesses extensive experience and potential in conducting scientific activities and research in priority areas for the implementation of state environmental policy, environmental recovery, and sustainable development of Ukraine. In particular, the Institute’s staff have expertise in assessing the environmental consequences of the Russian Federation’s military aggression against Ukraine. From the first days of the full-scale invasion, the Institute initiated the establishment of an environmental division within the Coordination Headquarters of the All-Ukrainian Association of Local Governments “Ukrainian Association of District and Regional Councils,” and participated in providing humanitarian and expert assistance to affected communities, including in matters of environmental recovery of their territories and humanitarian demining.
The Institute is authorized to provide professional development in the specialties E2 – Ecology and G2 – Environmental Protection Technologies, as well as academic training for PhD candidates in C1 – Economics (specialization: Environmental Economics), E2 – Ecology, and G2 – Environmental Protection Technologies.
In addition, the Institute prepares for publication the scientific and practical journal “Environmental Sciences” (founded by the Academy in 2011, issued six times per year, included in the List of Scientific Professional Publications of Ukraine, Category “B,” in the fields of Biological, Natural, and Technical Sciences, and indexed in the international scientometric database Index Copernicus International, Republic of Poland), the second issue of the scientific and practical journal “Green Economy”, and the eighth issue of the popular science journal “Environmental Safety and Environmental Protection Technologies”
The Institute actively cooperates with international organizations, including GEF, UNIDO, UNEP, OSCE, and scientific and educational institutions of the European Union in the areas of knowledge exchange, joint publications, and collaborative research.
The Institute maintains close cooperation with central executive authorities, including the Ministry of Defense, Ministry of Economy, State Agency of Ukraine on Exclusion Zone Management, and the State Space Agency, particularly in matters related to the post-war environmental recovery of Ukraine.

The activities of THE CENTER FOR STRATEGIC ANALYSIS AND ENVIRONMENTAL SAFETY are focused on providing scientific support for the implementation of the state policy on environmental, chemical, bacteriological, and nuclear safety of Ukraine, as well as on identifying and organizing the development of measures to minimize the environmental consequences of military actions and to ensure the environmental recovery of affected territories.
THE CENTER FOR ENVIRONMENTAL ASSESSMENT AND PREVENTION OF INDUSTRIAL POLLUTION AND THE RESEARCH LABORATORY carry out scientific activities aimed at conducting environmental analysis, assessment, and minimizing the impact of industrial enterprises on the environment, implementing modern environmental protection technologies, and ensuring sustainable development.
THE CENTER FOR ENVIRONMENTAL SAFETY AND WASTE MANAGEMENT conducts scientific research aimed at enhancing environmental safety and implementing effective waste management mechanisms. It also analyzes Ukraine’s implementation of international conventions on chemical safety (the Basel, Stockholm, Rotterdam, and Minamata Conventions) and develops proposals to ensure their effective implementation.
THE CENTER FOR NATURE RESERVE FUND AND ECOLOGICAL NETWORK provides scientific and organizational support for the management, restoration, and protection of Ukraine’s nature reserve fund and ecological network, as well as conducts scientific research on the impact of military actions on biodiversity.
THE CENTER FOR INTERNATIONAL AFFAIRS ensures the development and coordination of international cooperation, the integration of the Institute into the European and global research and educational space, and the attraction of external resources for the implementation of environmental and educational projects.
THE CENTER FOR CLIMATE CHANGE AND SUSTAINABLE NATURAL RESOURCE MANAGEMENT conducts research activities aimed at preventing climate change and adapting to its impacts, as well as developing economic mechanisms for natural resource use in accordance with the directive requirements of the European Union.
The activities of THE CENTER FOR WATER RESOURCES MANAGEMENT AND RATIONAL USE are aimed at ensuring an integrated approach to water resources management, ecological restoration, and the assessment of the environmental status of water bodies affected by military actions, as well as developing proposals for further environmental improvement of water management practices.
THE CENTER FOR TRAINING OF SPECIALISTS AND SCIENTIFIC PERSONNEL provides training of highly qualified research personnel at the postgraduate and doctoral levels, as well as specialists at the master’s degree level.
THE SCIENTIFIC AND EDUCATIONAL CENTER FOR ADVANCED TRAINING AND RETRAINING OF PERSONNEL carries out scientific, methodological, and educational support for enhancing the qualifications of civil servants, local self-government officials, employees of protected area institutions, and specialists of business entities on current issues related to the implementation of state environmental policy, as well as the ecological restoration and development of Ukraine. The Center also develops and implements professional standards in the fields of environmental protection, sustainable natural resource management, and environmental safety, based on the adaptation and application of the European Skills, Competences, Qualifications and Occupations (ESCO) classification system.
THE CENTER FOR SCIENTIFIC AND ENVIRONMENTAL INFORMATION AND DIGITALIZATION carries out informational, methodological, and publishing activities, including the preparation and publication of periodicals, scientific and methodological materials, reports, analytical reviews, and informational and educational materials.
THE SCIENTIFIC COORDINATION DEPARTMENT ensures the coordination of scientific research, as well as the organization and development of the Institute’s strategic documents.
